Subsidy Control and Higher Education – Briefing Note

The Subsidy Control Act 2022, which came into force on 4 January 2023, provides the framework for the regime. The regime is permissive so the onus is always on the provider of subsidies of public monies to consider whether the subsidy is within the terms of the Act.
Rosemary Boyle began advising on IT contract disputes in 1987, moving out from that experience to the drafting of commercial contracts, developing purchasing practices and advising on outsourcing. Rosemary has lectured and written on the EU procurement rules since 1993. She gave a paper at the inaugural conference for the Association of Regulated Procurement in 1993. Rosemary’s purchasing procedures and regulations were published by CIPFA. Rosemary joined the University of Cambridge’s Legal Services Office in 2002 where she advises on IP and procurement matters.
