Public Auctions for Purchasing Medicines in Russia

Abstract

The Government of the Russian Federation spent about EUR 1 billion according to the recently published results of main public auctions for purchase of medicines for state-funded programs. Government forecasts predict this amount to increase in the long term. Public contracts shall serve as a guarantee of the delivery and due payment. So it is not surprising that pharmaceutical companies aspire to participate in public tenders. The Government objectives are to make public tenders fair and transparent in order to prevent elimination of the competition and fraud. In this article we will provide an overview and analyses of the Russian legislation regulating public tenders for conclusion of state contracts.
