In-House Legal Counsel Services to the State of Delaware and the COVID-19 Pandemic

Abstract

This article provides an overview of how in-house legal services are provided to the government of the State of Delaware, discusses the role of the government attorney as a check on executive power, and recommends analysis of emergency operations during the COVID-19 Pandemic (the “Pandemic”) to help assess any needs for legislative and policy reforms regarding emergency legal services.

Aaron has dedicated his professional career to public service and has served as Chief Deputy Attorney General, Chief Legal Ethics Officer, and State Solicitor at the Delaware Department of Justice. Prior to serving at the Delaware Department of Justice, Aaron was an Assistant County Attorney with the New Castle County Department of Law, an Assistant City Solicitor with the City of Wilmington Law Department, and an Assistant Public Defender with the State of Delaware Office of Defender Services. Aaron received a Bachelor of Arts Degree in International Relations from the University of Delaware and a J.D. degree from Widener University School of Law. Aaron lives with his wife and two children in Wilmington, Delaware.
