The Directive 2004/18/EC on the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts

Abstract

The Directive 2004/18/EC on “the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts” was approved by the European Parliament Council on the 31st March 2004 and was implemented by single local European countries through the classic “localization” mechanism. This paper explores how the directive has been interpreted in Italy, illustrating the succeses and where there is further work to be done with particular reference to the strict anti Mafia and Offshoring laws in place in Italy.
