The Legal Sector in Times of Conflict: Impact, Lessons, and Strategic Direction in the Middle East

Abstract

The recent escalation of conflict in the Middle East has created a level of uncertainty that directly affects the legal sector across the region. Law firms, in-house legal teams, and legal advisors are no longer operating in a stable or even moderately predictable environment, and the impact extends beyond disputes or regulatory pressure into the way contracts are structured, risks are evaluated, and decisions are taken at the highest levels of business. This environment, while challenging, has also accelerated the development of more disciplined and forward-looking legal approaches, requiring legal professionals to reassess not only how they advise, but also how they anticipate, structure, and protect outcomes in a period of continuing volatility. This article reflects on how the legal function is evolving in response to these conditions, drawing from practical experience within the region and from close engagement with leadership in assessing risk and structuring responses. It examines the effect of conflict on law firms and in-house teams, the growing importance of disciplined contract management, and the increasing reliance on legal judgment in strategic decision-making. It also addresses the role of force majeure within UAE and GCC legal frameworks, clarifying its actual scope and limitations in the current environment, where it is often invoked but not always properly understood, and where a loose or commercially driven interpretation may damage legal credibility and weaken a party’s position. The article concludes with practical lessons and a structured approach for legal professionals and organizations to navigate this period with clarity, discipline, and resilience, while maintaining performance, stability, and control. It also shows that these difficult conditions, if handled properly, can strengthen legal practice, improve preparedness, and help organizations manage future unforeseen circumstances with greater maturity and confidence.

In addition to his corporate work, Hadi lectures at the University Paris II Panthéon-Assas (Dubai Campus) on UAE and GCC Legal Systems and is a Member of the International Bar Association. He holds an LLB, an LLM in International Business Law, and an MBA, and is currently pursuing a Doctorate in Management focused on legal leadership, risk, and corporate governance. Fluent in English, Arabic, and French, Hadi bridges legal strategy, business leadership, and academic insight with a focus on advancing the role of in-house counsel in modern organizations.
