Copyright: Did Gowers get it wrong?

Abstract

An analysis of the thinking behind the recommendations relating to copyright law set out in the Report (published 6 December 2006) of the Gowers Review of Intellectual Property. Was the concept and philosophy of copyright misunderstood? Do the recommendations calling for change at the EU level have any realistic chance of being implemented? Has an opportunity been missed to lead copyright into the digital age?
