The UK’s Copyright and AI Report: What In-House Counsel Need to Know (and Do) Now
Abstract
In March 2026, the UK government published its long-awaited report on copyright and artificial intelligence. The report runs to over 120 pages. It covers technical infrastructure, international comparisons, licensing markets, enforcement mechanisms, computer-generated works and digital replicas. It is thorough, carefully argued and at times genuinely illuminating. It also reaches no firm conclusion on the central question it was asked to address: whether UK copyright law should be reformed to accommodate AI training.
