Foreign Personnel in Uzbekistan: The Risks and Opportunities

Abstract

The Uzbek economy is developing. Such positive changes are attributable by several incentives of the government, which are designed to attract foreign investors. In addition to already created conditions such as favourable tax regime, availability of dedicated human resources and opportunity to pursue additional individual privileges, increasing consumer potential and state-protected production activities are the main reasons why foreign investors keep being engaged in business in Uzbekistan. In such an emerging environment the business anticipates involvement of foreign expertise and participation of international personnel in domestic activities. This requires the multinational and international companies focusing not only on business goals, but on social and legal conditions of the presence of such international personnel in the country. However, with the conservative and rather old system of Uzbek labour-legal system, it is not always easy and possible to secure the strong legal basis of the activity of internationally seconded personnel in Uzbekistan.
